The capital investment works and services required will fall under multiple Lots within the Dynamic Purchasing System.
Lot Division
| 1 | Property Refurbishment & Conversion
Property Refurbishment and Conversion Works refers to the coordinated delivery of multi‑disciplinary construction, building fabric, mechanical, electrical, and specialist services required to upgrade, modernise, reconfigure, or repurpose existing buildings. Works are delivered in accordance with Scottish Building Standards, CDM Regulations, and client‑specific technical requirements to ensure buildings remain safe, compliant, energy‑efficient, and fit for purpose. |
| 2 | Fabric First and Net Zero Carbon Works
This Lot covers the design, supply, installation, commissioning, and assurance of fabric-first energy efficiency measures and Net Zero carbon interventions on both domestic housing and commercial buildings. The appointed Contractor(s) will deliver high‑quality, technically compliant works that reduce energy demand, improve thermal performance, and support Bield and our Partners transition to Net Zero by 2045. Works may be instructed as standalone packages or integrated with wider refurbishment, planned maintenance, or retrofit programmes. Delivery must align with recognised standards including PAS 2035, PAS 2030, BS 5250, BS EN ISO 13788, TrustMark, and relevant Scottish Government guidance (EESSH2, Heat in Buildings Strategy, Net Zero Public Sector Buildings Standard). |
| 3 | Furniture, Fixings and Equipment (FFE)
This Lot covers the supply, installation, maintenance, replacement, and associated minor works relating to fixings, furniture, and equipment across the Bield’s and our Partners domestic housing and commercial buildings. The Contractor(s) appointed under this Lot will deliver high‑quality, durable, safe, and compliant installations that support day‑to‑day operations, planned maintenance programmes, capital works, and responsive repairs. The Lot includes works in occupied and void properties, live operational environments, and public‑facing spaces, requiring careful coordination, resident engagement, and adherence to health and safety legislation. |
| 4 | Bathroom Aids and Adaptations
This Lot covers the design, supply, installation, commissioning, and maintenance of bathroom aids and adaptations across Bield and our Partners domestic housing and commercial buildings. The appointed Contractor(s) will deliver high‑quality, safe, and compliant adaptations that support independent living, accessibility, and improved outcomes for residents with mobility, sensory, or health‑related needs. Works may be instructed as part of statutory adaptations, Occupational Therapist (OT) led recommendations, planned accessibility programmes, or responsive adaptations. Delivery must align with Scottish legislation, accessibility standards, and policies for vulnerable residents. |
| 5 | Fire Remedial Works
This Lot covers the inspection, supply, installation, repair, replacement, and certification of fire remedial works across Bield and our partners domestic housing and commercial buildings. The appointed Contractor(s) will deliver compliant, high‑quality fire safety interventions that address identified risks, support statutory obligations, and ensure buildings meet Scottish fire safety requirements. Works may arise from Fire Risk Assessments (FRAs), Type 1 to 4 surveys, post‑incident investigations, planned compliance programmes, or reactive safety concerns. Delivery must be sensitive to occupied environments and aligned with the users fire safety strategy. |
| 6 | Commercial Heating
Commercial Heating Investment Works refers to the planned replacement, upgrade, installation, optimisation, and lifecycle support of commercial scale heating systems within buildings. These works ensure safe, efficient, low‑carbon, and compliant heating provision in line with Scottish Government decarbonisation targets, statutory regulations, and client‑specific technical standards. |
| 7 | Innovation and Connectivity
This Lot covers the design, provision, deployment, integration, optimisation, and ongoing support of innovation driven digital solutions and connectivity services across Bield’s and our Partners assets, operations, and infrastructure. The appointed Contractor(s) will deliver modern, secure, scalable technologies that enhance digital capability, improve service delivery, support data‑driven decision‑making, and strengthen connectivity for staff, residents, and stakeholders. Works may include digital transformation initiatives, smart building technologies, IoT deployments, network upgrades, cloud‑based solutions, cyber‑secure connectivity, and innovation pilots aligned with Scottish Government digital strategies. |
