Description
The Authority requires an Online Health solution that complements the Active North Yorkshire (ANY) new hybrid membership model. ANY currently services circa 20,000 health and fitness members across North Yorkshire. This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. This Contract is being offered under the Competitive Process in accordance with Regulation 11 of the Health Care Services (Provider Selection Regime) Regulations 2023.
Total Quantity or Scope
The solution should deliver secure, clinically appropriate, and accessible virtual health services at scale – fully integrated with the Authority’s membership eco system – and underpinned by robust clinical governance, quality assurance frameworks, and continuous improvement processes. In scope services will include: - Online GP appointments - Virtual Nutrition Support - Remote Physiotherapy - Mental Health Services - Virtual On Demand Exercise Content This notice sets out the intention to conclude a competitive process and award a contract for the provision of Online Health. The annual value of the contract is demand led and may range between £0 – £672,000 (excluding VAT) based on a per member per month cost, therefore the total value of the contract is demand led and may range between £0 - £3,360,000 (excluding VAT). There is no guarantee of spend. The contract is for a new service that is intended to be awarded to a new Provider. Initial term: 3 years 24 August 2026 – 23 August 2029 Option to extend: 2 years 24 August 2029 – 23 August 2031 This is a Provider Selection Regime (PSR) Intention to Award Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by Thursday 16 July 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR. The key criteria were considered within the award criteria which were laid out in the tender documents, the key criteria formed the basis for the evaluation questions that were asked. The award decision makers for this process were North Yorkshire Council's Procurement Assurance Board, Corporate Director - Community Development and Assistant Director - Resources.
